SUPPORT TO PEOPLE LIVING WITH HIV/AIDS (PLWHAs)
Introduction
   

TANSACS is implementing many Targetted Intervention Programmes during the last 9 years. The objective of the Networking is focussed in all its programmes to create an enabling environment for People Living with HIV/AIDS (PLWHAs) in Tamil Nadu.

   
 
1. ESTABLISH LINKAGES OF SUPPORT TO POSITIVE NETWORKS IN THE
STATE :

TANSACS is the first Society supporting People living with HIV/AIDS Network in India. So far through its continuous efforts, the TANSACS promoted and supported the following 9 Networks to create enabling environment for the People living with HIV/AIDS in the State. There are 1200 members enrolled with the following Networks:-

PROGRAMMES THROUGH PEOPLE LIVING WITH HIV / AIDS AND NETWORKING AT STATE AND DISTRICT LEVEL
OBJECTIVES

  To provide an enabling environment for People Living with HIV/AIDS.
  To destigmatize those infected and affected.
  To mobilise and Network those infected and provide psycho social support and ensure positive living and productive lives for many years.
  To conduct advocacy programmes in order to sensitize media.
  To address legal ethical issues of those infected and affected promote and protect the human rights of those infected.
  To establish linkages with care providers and other NGOs and Government and ensure quality care.
  To raise and mobilise against false claims and magic remedies.
  To develop and build capacity of different District level Networks and ensure effective co-ordination and communication with District, Natioal and International agencies and other Networks.
  To promote positive speakers for addressing General public in order to sensitize and destigmatize the issue.
STRATEGY
  Identify People Living with HIV/AIDS and motivate them to joint in Network.
  Disseminate information and Education on HIV/AIDS and fight against stigma and discrimination in any form through mobilise positive speakers addressing General public.
  Provide Counselling for those infected and affected.
  Establishing drop in center in co-ordination with other departments for General Health Care, Entertainment, Nutrition aspects Spiritual Counselling etc.
  Provide legal counselling for those seeking legal remedies.
  Conducting sensitisation programmes for opinion makers.
  Establish linkages with inter sectoral welfare departments - NGO, Government and Care providers and ensure quality care by providing necessary feedback.
  Constitute committees for directions with the Chairmanship of Project Director, TANSACS, spiritual leaders, Advocates, Care providers, NYK and NSS members.
  Develop cultural troop by positive people in order to address community for sensitization.
  Document case studies and disseminate with the concern of the individuals.
  Associate closely with voluntary Counselling and Testing centres for flow of information on trends.
  Interact with care centres / AIDS ward and extend necessary cooperation.
  Interact with various forums for demonstrating "Face of Epidemic"
TYPE OF ACTIVITIES :
  Networking/Advocacy for the entire Country Counselling and enabling environment for the People living with HIV/AIDS in State Level.
  Networking Advocacy Counselling at State Level.
  Networking Advocacy Counselling and enabling environment for Women living with HIV/AIDS in South India more emphasis for Women living with HIV/AIDS.
  Networking, Advocacy for People living with HIV/AIDS at District Level.
  Enabling environment for People living with HIV/AIDS. Networking and Advocacy for People Living with HIV/AIDS.

So far TANSACS is working with the People living with HIV/AIDS Networks at National Level, State Level, District Level.

2. GREATER INVOLVEMENT OF PLWHAS IN DECISION MAKING PROCESS :
   

TANSACS is the first Society in India involved People living with HIV/AIDS in involving them in decision making process. From 1997 onwards People living with HIV/AIDS were made members in the following Committees in order to promote greater involvement and working with them instead of working for them.

In addition to the memberships in different Committees, TANSACS directed all the NGOs to employ one HIV positive person in their projects as a precondition for releasing the sanctioned funds to the NGOs from 1999 onwards. This will create an enabling environment within the NGOs for a greater understanding about the People living with HIV/AIDS.

   
 
3. ROLE OF POSITIVE NETWORKS IN FIGHTING THE STIGMA :
   

Many Advocacy programmes were conducted in the last 3 years for the People living with HIV/AIDS to address issues in open meetings as positive speakers in order to sensitize the community about HIV/AIDS. The following meetings were conducted for People living with HIV at State Level.

The UNDP workshop on "Greater involvement of People living with HIV/AIDS (GIPA) conducted in Tamil Nadu during 1999 at Chennai in which TANSACS Co-ordinated the Networks in our State. TANSACS proposed to strengthen the capacity of the Positive Networks through UNDP finance support for the year 2003 to 2005.

   
 
SUPPORT SERVICES TO MAINTAIN THE HEALTH AND DIGNITY
Legal and Counselling / Information Cell
   
TANSACS planning to establish one Free Legal Counselling Cell for addressing Legal and Ethical issues of PLWHAs in the State at Chennai from December'2002 and planning to conduct training programmes for PLWHAs on protection and promotion of human rights. In the NGO training programmes the PLWHA Network members addressed them and advocate Positive living and enabling environment. The Legal and Ethical issues also incorporated in all the NGO Training programmes. The information cell created will be able to fulfil the requirements of affected and unaffected people, on the facilities available.
   
 
CARE AND SUPPORT FOR PLWHAS :
   
Care for opportunitic infections of those infected for the last 3 years through NGOs. NGOs encouraged to provide both Hospital and Home care for those infected. So far 3 institutional Care Centres and 2 Community Care Centres projects implemented through NGOs in different Districts of the State.
   
 
CARE AND TREATMENT IN GOVERNMENT HOSPITALS :
   

Government Hospital for Thorasic Medicine, Tambaram, Chennai is the place in which largest number of patients admitted and treated every day. Similar special care for infected people expanded to other Districts of the State. The Counselling services are being strengthened through Voluntary Counselling and Testing Centres (VCTC).
