AIDS
Prevention And Control Project (APAC), is
one of the biggest challenges facing the
country today and poses economic, social
as well as health challenges.
With
Tamil Nadu having been identified as one
of the states with the highest prevalence
of HIV/AIDS, urgent measures are required
to control the spread of this epidemic.
The Government of India, United States Agnecy
for International Development (USAID) and
the Voluntary Health Services (VHS), Chennai
came together to form AIDS Prevention And
Control Project (APAC), with the purpose
of reducing sexual transmission of HIV/AIDS.
Having successfully completed the first
phase of seven years, APAC has now embarked
on the second phase which will extend its
intensive activities for another five years.

AFFLIATES

APAC,
project working primarily in Tamil Nadu
and Pondicherry, co-ordinates with organisations
far beyond this region, at various levels
of power and influence. At the governmental
level APAC co-ordinates with Tamil Nadu
State AIDS Control society (TNSACS) and
Pondicherry AIDS Control society (PACS).
At the international level with United States
Agency for International Development (USAID)
supported organisations like Family Health
International (FHI) & Centre of Disease
Control (CDC). APAC is the technical resource
group in targeted interventions for National
AIDS Control Organisation (NACO) which is
Government of India's umbrella organisation
overseeing all HIV/AIDS related activities
in the country. APAC co-ordinates with many
organisations as given below:

1995
- AIDS Prevention And Control Project (APAC),
established to reduce the sexual mode of
transmission of HIV/AIDS in Tamil Nadu.
1996
- First successful Behaviour Sentinel Surveillance
Survey in Tamil Nadu. The survey pertained
to knowledge on Sexually Transmitted Diseases
(STD), HIV/AIDS, Condoms, prevalence of
urethritis, health seeking habits and appropriate
perception of risk.
1997
- Initiation of targeted intervention among
truckers.
1998
- Implementation of Intervention Programmes
among women in prostitution among slum population,
among tourist and women in prostitution
in tourist locations.
1999
- As a result of condom promotion activities
for STD/HIV/AIDS prevention in Tamil Nadu,
30 million condoms are sold annually.
2000
- Increase in condom usage among sex workers
from 56%-86%.
2001
- Evaluation of USAID - extension of APAC
project recommended for another five years.
2002
- Completion of first phase and extension
into the second phase.
APAC
has evolved new strategies for targeted
intervention of STD/HIV/AIDS prevention
in Tamil Nadu. APAC also strengthens and
supports NGOs for implementation of STD/HIV/AIDS
prevention and control activities in Tamil
Nadu, and undertakes need-based research.

The
goal of the project is to reduce sexual
transmission of HIV/AIDS in Tamil Nadu.
The purpose of the project is to introduce
and reinforce HIV preventive behaviour in
high-risk behavioural populations. Achievements,
on completion of the project, are expected
to include.
a.
A network of NGOs involved in AIDS prevention.
b. Programmes to build the capacity of NGOs
to ensure quality intervention projects.
c. Increased number of people aware of STD/HIV/AIDS
preventive proects.
d. Promotion of condom sales and usage.
e. Provision of professional STD treatment
services, which are accessible and affordable.
f. Behavioural and epidemiological researches
to help modification in programme direction
for Government and voluntary agencies.
g. Increased care of support for People
Living with HIV/AIDS(PLHA).

VOLUNTARY
HEALTH SERVICES (VHS)

Voluntary
Health Services (VHS), a self-sustainable,
non-profit registered society, was established
on 14th July, 1958, with the objectives
which formedthe vision of the founder-father
of the Voluntary Health Services - doyen
of the medical prfession, Prof. K.S. Sanjeevi.
As a pioneer Prof. K.S. Sanjeevi introduced
the concept of evolving a hospital through
voluntary efforts, laying emphasis on disease
prevention and also evolving the family
as a unit for medical care. At VHS, this
is done by securing community participation
through enrolment of families as members,
particularly from the weaker sections of
society. The cornerstone for the first block
was laid in October, 1961 by Pandit Jawaharlal
Nehru, By July 1963, the Medical Centre
was fully equipped and staffed, and commenced
its in-patient care. The basic concepts
are:

" Fostering of the family as a unit
for medical care.
" Income-based medical insurance scheme
for the family.
" Community participation in health
care delivery.
" Organisation community based medical
care and education.
" Job-oriented training and applied
medical research.
